ARTICLE – III
OBJECTIVE : To develop friendship and fellowship among the members of NCC through the game of cricket .
ARTICLE – IV
Clause 4.1 : The league will consist of 8 teams from different business streams. It must be ensured that maximum trade lines get represented in the league. In case of vacancy, more than one team from same trade can participate in the league.
Clause 4.2 : The teams will be allotted to the members on the basis of credential and upon application. This will be on a one year contract basis. The franchisee fee for the team is fixed at 30000.00 per team. The team franchisee upon information of allotment of a team in his favor must make the payment of the franchisee fee within 3 days of information, in the chamber office. In case of delay, the team may be allotted to any other applicant.
Clause 4.3 : The teams will be allotted by the selection committee. The allotment of the teams will be at the discretion of the selection committee which will be unchallenged. 1 teams will be kept exclusively by the CPL committee and will be given on selective basis. Applicants will apply for the rest of 7 teams only. The applicants can collect the form from the chamber office or download from www.ncccpl.tinsukiaonline.in
Clause 4.4: The name and logo of the teams will be given by the CPL Committee and cannot be changed by the owner. In case of more than one applicant apply for the same team name, the team will be awarded on the basis of trade or by lottery.
Clause 4.5 : Each team can consist of maximum of 13 playing members and one coach. Each franchisee owner will have to declare 2 franchisee players in the franchisee wishes to go for RTM, at least 5 days before the start of auction of the players through the player registration form. In case the franchisee owner of the team is also a player in the team, he must be one out of the any two declared players. In case a team which does not wishes to go for RTM can choose 3 franchisee players
Clause 4.6 : One team with the CPL committee will be awarded by the absolute authority of the selection committee. These teams may be awarded on special grounds of last year winner team, or team hold by the NCC President, for the main sponsor or on grounds which the committee will find suitable for the sale of the team. In case any team remains unsold with the committee, the committee may put the team on sale along with the other seven teams.
ARTICLE - V PLAYERS:
Clause 5.1 : Direct Members of the NCC and their blood relatives are only entitled to participate in CPL.
Clause 5.2 : Owners of the teams are free to bid for any member from the players pool to make their team.
Clause 5.3 : Interchange of players during the tournament will not be permissible.
Clause 5.4 : For the purpose of the blood relative means:
1) Brother of the member. 2) Son of the member. 3) Grandson of the member. 4) Son of the brother.
Clause 5.5 : In case any team raises objection to the CPL committee with justified grounds on the name of a player on the basis of he being a current professional cricketer, or he not being associated to any member of chamber, such objections must be lodged with the committee at least 2 days prior to the date of auction of players, the list of the registered players will be available at www.ncccpl.tinsukiaonline.in, once the application date is over for the players. In case of any dispute, the decision of the committee will be final and binding.
Clause 5.6 : No player currently playing professional cricket will be allowed to play in the CPL irrespective of he being the member of NCC.
Clause 5.7 : For the purpose of professional player means:
1) Should not be a player of any club, organization or association who organizes cricket for fund raising and pay its player any amount as remuneration for playing cricket.
2) Should not be a player in tournaments organized by Tinsukia District Sports Association, Assam Cricket Association, BCCI and Indian Railways for at least last 3 years excluding the current year of 2020. ( Excluding the Local league by TDSA)
Clause 5.8 : In case of Authorised Representatives, only authorized representatives can register as a player in the CPL. His or her relatives are not entitled to play in the tournament until the individual is also a blood relative of the direct member.
Clause 5.9 : The documents to be produced to establish the connection as member are
a) If the player is direct member, he needs to furnish a valid ID proof only
b) If the player is son of the owner, he needs to furnish his ID proof along with the owner
c) If the player is the brother of the owner, he needs to furnish his ID proof along with the owner
d) If the player is the son of the brother of the owner, He needs to furnish the id proof of the owner along with his and his father’s ID proof
PLAYERS AUCTION RULES:
Clause 6.1 : Each team has to bid for players from the player's pool. In the players pool all the players are tagged with a base point of 500 points. Each team opting for RTM has to buy 11 players and team not opting for RTM has to buy 11 players from the player's pool. The difference between each bid must be minimum 100 points with maximum of 500 points.
a) Elite Club: Each team can bid for any number of players subject to availability of minimum points to be left to complete the team. The bid for a player above 4000 will be treated as Elite Player
b) Club 4000: Each team can bid for maximum 3 players with maximum limit of 4000 points for each player. The teams have no minimum limit of players to bid for 4000 points. Any bid for a player in between 2001 to 4000 will be treated as a player of club 4000
c) Club 2000: Each team can bid for maximum 3 players with maximum limit of 2000 points for each player. The teams have no minimum limit of players to bid for 2000 points. Any bid for a player in between 1001 to 2000 will be treated as a player of club 2000.
d) Club 1000: Each team has to bid for minimum 1 player with maximum limit of 1000 points for each player. The teams have no maximum limit of players to bid for 1000 points. Any bid for a player in between 601 to 1000 will be treated as a player of club 1000
Clause 6.2 : Team opting for RTM will be awarded with 41000 points at the start of the auction. Team opting for 3 franchisee players will be awarded with 28000 points.
Clause 6.3 : Neither teams nor the players can change its player or team once the auction is completed. Also during the auction process if a team purchases a player can not drop the player during the process. Also a player can't refuse to play for a team if the concern team was the only or highest bidder for him. In case of his refusal he will be disqualified from the league.
Clause 6.4 : In case any player after the completion of auction process wants to with draw his name from a particular team, he will not be able to join any other team of the league and will be disqualified from the tournament for another two years. The team will get replacement for such changes from the left over players from the pool.
Clause 6.5 : Please ensure that any replacement in the team for a player unavoidable circumstances or on medical ground will have to be placed before the CPL committee in writing. In case of such approval for the change of player by the committee, the new player has to be taken from the players pool with remaining registered players. The limit of such change will be restricted to only one change. Any such replaced player will thus be disqualified from the tournament and will not be able to participate in the league in any manner.
Clause 6.6 : Teams opting for RTM must declare 2 franchisee Players and team not opting for RTM
must declare 3 franchisee players before 20th December to the CPL working committee through a
mail with the consent of the player on the letter pad of the representing firm and with all valid and
CPL WORKING COMMITTEE:
Clause 7.1 : The working committee of the Chamber Premier League will be formed by the Executive Body of the NCC every year. The Executive body will appoint a 3 member CPL committee comprising of one Chief Executive Officer (CEO) and 2 coordinators. The appointment of the new committee must be done before 31" august of every year.
Clause 7.2 : The Appointed CPL committee will be free to expand the number of members to 7 with a advisory panel for smooth functioning of the league.
Clause 7.3 : The tenure of the CPL committee will be from 1st September to 31st August every year. In case of change of tenure of the executive committee of the NCC, approval of the new committee will be needed for continuation of the remaining term.
ARTICLE - VIII
Clause 8.1: The CPL committee will finalize the main sponsor of the event every year. The event will have the name tag of the sponsor and the sponsorship amount will be decided by the committee every year.
Clause 8.2: The franchisee owner will how ever be associated with their respective teams and can enjoy the advertisement benefit on their teams. The franchisee owner will also be allowed advertisement in the field during the matches with banners or cut outs with limit conditions. The committee will reserve the right to cancel any advertisement which may not be suitable or illegal.
ARTICLE - IX PLAYING RULES:
The tournament will be played as per the cricketing rules of the ICC and BCCI.
ARTICLE - X - SCHEDULE OF THE EVENT
The event will be organized every year in the later part of January
ARTICLE - XI
The CPL committee however may adopt resolutions or by laws and make amendments in the rules as and when needed. The committee need a 3/4 of the present strength in a meeting to make any changes in the rules of the CPL. The decision of the CPL committee will be final and binding.
PLAYING RULE BOOK
(Effective From 1st November, 2020)
ARTICLE - I
Clause 1.1 : The tournament will be played with proper cricket ball (leather ball) provided by the CPL committee.
Clause 1.2: The franchisee owner must ensure that the players must use only proper cricket bats in the tournament. The CPL committee will reserve the right to disallow any improper bat used in the tournament.
Clause 1.3: During the match, the bowling side wicket keeper must wear the wicket keep-ing gloves and pad. The batting team must wear proper batting pad and gloves. Any other cricket accessories will be optional for both the side during the match.
Clause 1.4 : Teams have to come in a proper dress code. The entire team must wear color jersey of same design. Each team should have different jersey of their choice. Only proper sports shoes will be allowed during the match. Players can not play in chappals, sleepers, spikes or bare footed
ARTICLE - II
The tournament will be on a league format. The age bar for the tournament will be minimum 16 years with no bar for maximum age.
ARTICLE - Ill
Clause 3.1 : League stage matches & will be of 12 over a side match. The 3" place match and the semi final match will be of 15 overs and final match will be of 20 overs.
Clause 3.2 : In each innings of 1" round and quarter final match, minimum of 5 bowlers should be used with maximum of 3 overs for 2 bowler and 2 overs for 3 bowlers. In each innings of 3" place & semi final match, minimum of 5 bowlers should be used with maximum of 3 overs for each bowler. In the final match, minimum of 5 bowlers should be used with maximum of 4 overs for each bowler.
Clause 3.3 : The tournament will have two groups containing 4 teams each. Each team will play the other three teams of the group in the 1" round. The top two team of each group will qualify for the semi finals. Winners of the semi finals will qualify for the final. The losers of the semi finals will play for the 3" place match subject to availability of time.
Clause 3.4 : The winner of each match will be awarded with 2 points. In case of abandon of match due to bad weather or unforeseen circumstances, each team will be given 1 points. The two top teams of each group will be decided on the basis of highest -points. In case two or more teams share the equal points, net run rate will decide the top teams of the group.
Clause 3.5 : One bonus point will be given to the teams with a margin of 20% difference in their win. The difference of 20% will be calculated on total number of runs and total number of overs in an Inning.
Clause 4.1: In each innings of league stage matches, first 2 overs will be a mandatory power play. Batting power play of 1 over can be used before the completion of 10th over. In each innings of 3rd place match and semi final, first 3 overs will be a mandatory power play. Batting power play of 1 over can be used before the completion of 12th over and in final match, the first 4 overs will be a bowling power play Batting power play of 2 over can be used before the completion of 16th over.
Clause 4.2: During the mandatory power play, the bowling team has to restrict the field position with only two players outside the inner circle.
Clause 4.3 : During the entire inning, the bowling team must field minimum four players inside the inner circle excluding the bowler and wicket keeper.
Clause 4.4.: During the batting power play, the bowling team has to restrict the field position with only 3 players outside the inner circle.
ARTICLE - V
Clause 5.1 : The ICC rules for No Ball will be applicable during the entire tournament.
Clause 5.2: The ICC rules for leg before wicket will be applicable and the decision of the umpires will be final and binding.
ARTICLE - VI
Clause 6.1 : In case of tie, the teams will go for a Super Over.
Clause 6.2 : In the league stage if a match is cancelled due to rain or bad light, the result of the match will be decided by super over. In case super over is not possible, both teams will share 1 points each. In case of cancellation of any match due to bad weather from the semi final stage, the result of the match will be decided by super over. In case even if super over is not possible, the result will be done by toss of coin.
Clause 6.3 : In case of rain, the match can be reduced to minimum of 3 overs. The teams must bat atleast 3 overs to complete the match. The decision to cancel or reschedule the matches will be of the umpiring committee, which will be final and binding.
Clause 7.1 : The teams must report one hour prior to their match at the field to the CPL committee. In case any teams fails to report 30 minutes prior to the start of their match, the other team will be given a walk over.
Clause 7.2 : The team owner must submit the names of the playing eleven, 30 minutes prior to the start of the play to the CPL committee on the field.
Clause 7.3 : Toss for each match will be done during the break of the previous match in the league stage and for the semi final and final match, the toss will be done 30 minutes prior to the start of the play.
Clause 7.4 : Each innings of the league stage matches will have to be completed in the stipulated time of 55 minutes. Each innings of 3rd place and semi final matches will have to be completed in the stipulated 75 minutes and final match have to be completed in 90 minutes. The bowling team must ensure that their quota of overs is completed in the stipulated time. However, the umpire may refer the umpiring committee for imposing a penalty on teams who will be the cause of delay during both the innings of the match.
Clause 7.5 : The penalty for violating the stipulated time will be calculated on the basis of number of overs which could be bowled during the extra time taken. The amount of penalty will be Rs. 500 per over. The team owner will be liable to pay the penalty amount and the teams must pay the penalty amount before their next match.
Clause 7.6 : A break time of 5 minutes will be allowed in between the two innings of 1" round and Quarter final matches. A break time of 10 minutes will be allowed in between the two innings of 3`'d place matches and semi finals and a break time of 15 minutes will be allowed in between the two innings of final match.
Clause 8.1 : The teams must follow the playing rules and should play the game in good spirit. Teams or team members should not exhibit any sort of disgrace or indiscipline for any team, players, and members of CPL Committee, umpires or National Chamber of Commerce during the entire tournament. A strict disciplinary action by the CPL Committee will be taken against the team or any player in particular who will be found guilty on disciplinary grounds.
Clause 8.2 : No player will be allowed with cell phones or any electronic gazettes in the playing area (Field) during the match.
ARTICLE - IX
Apart from the above mentioned rules, any sort of discrepancy or issues which will come before the CPL committee during the tournament, the decision of the CPL committee will be final and binding.
Chamber premier League, The bench mark project of NCC and one of the most awaited cricketing extravaganza of the town. The concept of Chamber Premier League was started in the year 2009 to have a fellowship between members of different section of trade and traders through the game of cricket. The objective to organise such event was to provide a platform for the members of NCC who could enjoy a fun filled event out of their busy schedule.
